Assistance program for Festivals, Events and Exhibitions
This program is currently open until September 15, 2025, for events taking place in 2026, starting between January 1 and June 30.
Any promoter who obtained a biennial or triennial agreement in 2025 is not required to submit a new application for the 2026 editions (biennial and triennial agreements) and/or the 2027 edition (triennial agreements). However, those with a triennial agreement must complete an annual accountability report for each delivered edition.
DEFINITION
For Tourisme Montréal, a festival, event or exhibition with a tourism focus is defined as a gathering that, through its content, theme, duration, and reputation, increases tourist traffic, serves as a trigger for travel to Montréal, and strengthens the destination’s positioning. Events with tourism potential primarily help to project an image of innovation and openness abroad, reflecting Montréal’s unique personality.
ELIGIBLE ORGANIZATIONS
Organizations eligible for financial assistance include:
- Legally constituted Québec-based for-profit or non-profit enterprises;
- Municipal and paramunicipal corporations through tourist attractions;
- Cooperatives (COOPs);
- Promoter consortiums.
The organization’s head office must be located in Canada.
OBJECTIVES OF THE PROGRAM
The objectives of the program are to increase tourism-related benefits and maintain the cultural and sporting vibrancy of our destination, fostering harmonious coexistence between visitors and the local population, while aligning with key principles of sustainable development.
To this end, the program aims to:
- Support festivals, museum exhibitions, and tourism-related events that position Montréal as a destination on the national and international stage, and that generate tourism benefits by increasing tourist spending, visitor numbers, and overnight stays;
- Strengthen Montréal’s appeal by focusing on festivals, exhibitions, or tourism events with high visibility potential that enhance the city’s reputation;
- Fund events that contribute to Montréal’s cultural and sporting vitality and ensure a diverse, four-season event offering that reflects the city’s authentic character;
- Ensure the sustainability of events and festivals to maintain Montréal’s reputation as a “city of festivals.”
For any first-time financial assistance request submitted to Tourisme Montréal (excluding first editions), eligibility for the program requires meeting the minimum admissibility criteria (budget and tourism components), as outlined on pages XX of the guide.

Support for tourism performance
This support is currently open.
To reinforce its commitment to Montreal's cultural scene, Tourisme Montréal announced a Tourism Performance Support program for festivals and cultural events, at the Forum sur les arts vivants et la culture organized by the Board of Trade of Metropolitan Montreal. The main objective of this support is to increase the tourism performance of the destination and its events by :
- maximizing the destination's influence, appeal and reputation;
- increase the number of tourists;
- support the tourism potential and actual performance of events.
To be eligible, the cultural event or festival must be funded under Component 1 or 2 of the Festivals, Events and Exhibitions Assistance Program (PAFÉE) for the edition of the event held in 2025, which is the subject of the application.

EMERGENCY AND CLIMATE CHANGE ADAPTATION FUND (FUAC)
The FUAC is an ongoing program.
The Emergency and Climate Change Adaptation Fund aims to support outdoor festivals and events in the face of major and unforeseen climate challenges resulting in unanticipated financial losses.
Aligned with our strategic plan and our sustainable tourism intervention framework, this fund strengthens Tourisme Montréal’s commitment to promoting the adaptation of the tourism sector to climate challenges.
Fund objectives:
· Mitigate financial losses resulting from unpredictable climate issues, due to:
o Postponement or cancellation of the event in its entirety or in part;
o Costs associated with logistical and operational changes, including the relocation or transfer of the event, provided it remains in Montréal;
o Irreversible damage to equipment causing the postponement or cancellation of the event.

EPRTNT Assistance Program
This program is currently closed. A call for projects will take place in Fall 2025, with additional calls planned for 2026.
In collaboration with the Ministry of Tourism (MTO), the program aims to support and stimulate the development, renewal, and structuring of the tourism offering in the Montréal tourism region. The program aligns with the destination’s priorities and strategic directions to give renewed momentum to tourism growth in Québec, with a focus on sustainability and responsibility.
Projects must contribute to enhancing and renewing Montréal’s tourism offering and support the achievement of the following objectives :
- Stimulate regional economic development through:
- The development of a responsible and sustainable tourism offering;
- The promotion of innovative tourism experiences;
- The creation of new niches for tourism businesses that generate positive impacts for the region and its communities.
- Strengthen the capacity of tourism businesses through:
- The implementation of initiatives or adoption of best business practices, particularly in terms of social and environmental responsibility;
- The integration of innovative solutions, including digital technologies.
Eligible partners include :
- For-profit organizations;
- Non-profit organizations;
- Cooperatives;
- Municipal entities;
- Indigenous communities and nations recognized by the National Assembly, as well as Indigenous tourism organizations and businesses;
- Any grouping of the above-mentioned categories.

Submitting an Application
An application is considered eligible only when all required documents are submitted in full at the time of application. To apply for financial assistance, you must:
- Complete the Intent to Submit Form via Forms (link available when the program opens);
- Complete and sign the Application Form, then submit it in Excel format, along with all required supporting documents (see the Promoter Guide, starting on page 15), to the following email address : programmes@mtl.org.

Intervention fund for winter tourism (FITHI)
This programme is currently closed. Results will be announced in December 2025.
Set up with the support of the Ministry of Tourism as part of the Entente de soutien au tourisme hivernal (winter tourism support agreement), the Fonds d'intervention pour le tourisme hivernal (FITHI - winter tourism intervention fund) aims to structure and energize Montreal's winter tourism offering, a high-potential sector. With the renewal of the agreement in 2025, Tourisme Montréal will consolidate the winter products introduced in 2024, while supporting the implementation of new structuring initiatives for the years to come.
Two categories of projects are eligible:
The project's potential tourism spin-offs must be clearly demonstrated, and the project's target clientele must be clearly identified for tourism purposes.
Section 1: Winter events and festivals
Section 2: Signature winter projects to position Montreal as a destination
Projects submitted must help stimulate the metropolis' economy by developing attractive, innovative and distinctive winter tourism products.
Submission of applications
Projects will be analyzed by a selection committee, based on criteria that assess the project's relevance, feasibility and impact, to ensure that the project meets the program's objectives.
Eligibility in itself does not guarantee funding, nor does it oblige Tourisme Montréal to grant financial assistance through the FITHI. Eligible organizations must have fulfilled, where applicable, their commitments to Tourisme Montréal when a previous grant was awarded.
A file will be considered eligible when all documents are submitted at the time of application. If any documents are missing, the file will be carried over to the next analysis period.

Initiatives program
This program is currently closed.
The objective of the program is to finance projects for tourist attractions, activities or facilities that have a significant outreach and visibility potential for Montreal. Their realization will contribute to the attractiveness of the destination and the enhancement of the visitor experience. Multiplier effects and the impact on brand awareness and overnight stays in commercial accommodation will be considered when analyzing projects.
The project's tourism benefits must be clearly demonstrated, and the project's target clientele must be clearly identified in terms of tourism.
You will find below Tourisme Montréal's sectors of interest for this call for projects:
- Projects related to a winter offer/initiative in the expanded downtown area (Papineau to Atwater/Sherbrooke to de la Commune) and the Parc Jean-Drapeau and Mount Royal sectors;
- Projects related to a four-season tourist offer.
Three categories of projects are eligible:
Section 1: Strategic destination development projects
Projects must be highly creative and large-scale. Projects must demonstrate significant benefits.
Section 2: Harmonious destination projects
Harmonious destination projects must support tourism businesses' sustainable development initiatives (Environmental, Economic or Social benefits).
Section 3: Hotel projects
Structuring projects for the hotel industry must be creative and generate added value for their establishment. They must enhance the hotel product and distinguish it internationally, in particular through its visual or experiential added value. Priority will be given to illumination projets or exterior decoration of the establishments's facade.
Projects submitted must contribute to the renewal of the product in Montreal, while respecting the development of a harmonious destination and offer to maintain its attractiveness. Examples of eligible projects include themed projects for the winter season and the holiday season, illumination projects, interior or exterior murals, greening, etc.
Submitting applications
Projects will be analyzed by a selection committee, based on criteria that assess the relevance, feasibility and impact of the project, to ensure that it meets the objectives of this program.
